Minimum purchase prerequisites added to REST Admin API Price Rules

Apps can now create BXGY discounts with a minimum purchase amount prerequisite via the REST Admin API.
A new prerequisite_to_entitlement_purchase field was added that defines the minimum purchase amount required to qualify for the discount.
