Requires write_inventory_counts access scope. Also: The user must have permission to manage inventory counts.

Deletes a draft inventory count. This operation is irreversible. Counts that are in progress, in review, completed, or canceled can't be deleted. Requires an @idempotent directive. Retrying with the same key returns the original deleted ID.
